Correspondence agreements are relatively new and are increasingly used by aircraft operators in Brazil. In response to industry requests, ANAC and the Brazilian Civil Aviation Registry (RAB) have recently clarified several trade rules. Due to their novelty, interchange agreements are not always included in the sector. Interchange agreements have some similarities to line spacing and code-sharing agreements, but have important differences. This type of agreement is common when semi-trailers are used to transport goods over long distances. An exchange agreement allows current federal employees of the excluded service to apply for transportation positions in the competition department. “An airline that holds the right to use a particular aircraft or engine – the Interchangor – transfers its rights of use to another Brazilian or foreign airline, `Interchange`, which operates the aircraft for a fixed period of time.” The trailer interchange agreement describes the companies involved in the transfer, where the transfer is to take place, and the transportation costs. The U.S. Office of Personnel Management (OPM) provides the following list of major appointing agencies that can use agencies to make career and career appointments. OPM established this list to support federal personnel specialists. The list contains quotes about the applicable law. It also contains the conditions applicable to appointments under exchange agreements concluded between an agency and the OPM.
OPM also provides an incomplete list of legal appointing authorities outside of Title 5, United States Code (5 U.S.C.). The OPM does not regulate the appointing authorities outside of Title 5. For a description of the authorities that are not Title 5, agencies should consult the cited laws. For at least a year, they served continuously in the other performance system before being appointed under the correspondence agreement A trailer interchange agreement holds the engine carrier – the trucker pulling the trailer – responsible for all physical damage to the trailer. Companies participating in trailer interchange agreements may require these truckers to have trailer interchange insurance. Initially, the main obstacle to connecting agreements was the reluctance of civil aviation authorities to allow their operators to operate foreign-registered aircraft. Due to the extremely short lifespan of each transport node, it is not practical to change the national registration of an aircraft. In an interchange agreement, the registration of the exchanged aircraft remains unchanged, although the exchanger and exchange come from different countries.
